California Budget Deficit Has Swelled to $16 Billion - We Know How To Cut That Amount In One Year!

According to California Governor Jerry (Moonbeam) Brown, the budget deficit for the State is going to hit $16 Billion. 

We offer a few simple ways to cut that amount to $0 (or be in the positive) in just ONE year.

California's budget deficit has swelled to a projected $16 billion -- much larger than had been predicted just months ago -- and will force severe cuts to schools and public safety if voters fail to approve tax increases in November, Gov. Jerry Brown said Saturday.

The Democratic governor said the shortfall grew from $9.2 billion in January in part because tax collections have not come in as high as expected and the economy isn't growing as fast as hoped for. The deficit has also risen because lawsuits and federal requirements have blocked billions of dollars in state cuts.  

"This means we will have to go much farther and make cuts far greater than I asked for at the beginning of the year," Brown said in an online video. "But we can't fill this hole with cuts alone without doing severe damage to our schools. That's why I'm bypassing the gridlock and asking you, the people of California, to approve a plan that avoids cuts to schools and public safety."

Brown did not release details of the newly calculated deficit Saturday, but he is expected to lay out a revised spending plan Monday. The new plan for the fiscal year that starts July 1 hinges in large part on voters approving higher taxes.

The governor has said those tax increases are needed to help pull the state out of a crippling decade shaped by the collapse of the housing market and recession. Without them, he warned, public schools and colleges, and public safety, will suffer deeper cuts.

"What I'm proposing is not a panacea, but it goes a long way toward cleaning up the state's budget mess," Brown said.Read full article here

Here are our suggestions to fixing this problem in ONE year:

• Stop Supporting Illegal Aliens. 
• According to Robert Longley, US Government reporter for About.com "In hosting America's largest population of illegal immigrants, California bears a huge cost to provide basic human services for this fast growing, low-income segment of its population. A new study from the Federation for American Immigration Reform (FAIR) examines the costs of education, health care and incarceration of illegal aliens, and concludes that the costs to Californians is $10.5 billion per year."

• Tax Marijuana 
• It is estimated that if marijuana sales were properly taxed on a state level, a minimum of $1.5 Billion would be added to the State's coffers.

• Release all California inmates who are serving time for "marijuana possession only" sentences -even 3rd strike offenders.
• Approximately 60,000 inmates are serving time for marijuana offenses at a cost of $1.2 Billion per year

•  Stop arresting and prosecuting marijuana cases which net less than 1 pound in possession.
• Taxpayers annually spend between $7.5 billion and $10 billion arresting and prosecuting individuals for marijuana violations. Almost 90 percent of these arrests are for marijuana possession only. Let's assume we use a figure of just 50% of the lower amount to reduce. That comes to $3.75 Billion.

According to our figures that totals $17 Billion and change of taxpayer money the misguided State of California is wasting annually. Apply that to their deficit and Caleeforneeans are bucks up by year's end and rolling in it  from then on out.

That was easy wasn't it? 

Give us a few more minutes and we'll find another $50 Billion or so the corrupt pols in CA are wasting.

Stand With Arizona has chronicled Immigration and Customs Enforcement’s (ICE) outrageous new directives, instantly removing between 300,000 and 1.4 million illegal aliens from the “enforcement priority” list – in effect granting them indefinite amnesty from deportation, without any authorization from Congress whatsoever.

The rationale given for this lawless amnesty from ICE Director John Morton is that he would  have a “sustained focus on criminal offenders“.

Instead we have chronicled one failure after another by ICE to detain or even keep track of criminal illegals and repeat offenders who present imminent risks to the public – such as  Carlos Montano – three times released by ICE after DUIs – who went on to kill a Benedictine nun while drunk driving again in Virginia in 2010.

But ICE has now made a complete mockery of its new “enforcement priorities” by releasing an accused serial child rapist in Cook County, IL:  Amado Espinosa-Ramirez, who has been charged with 42 counts of “predatory sexual acts”, including  children.

After his arrest last August, Espinosa-Ramirez was at the time charged with a 6 counts of sexual assault (the other 35 to be discovered in the weeks to come), and was given a ridiculously low $100,000 bond amount by Circuit Court Judge Maria Kuriakos-Ciesil, of the notorious sanctuary refuge for illegals, Cook County. This meant a $10,000 payment would bail him out of jail – an outrage in itself.

However, after a “friend” did in fact bail him out, ICE did in fact take possession of Espinosa-Ramirez, as is standard under “immigration detainer” regulations.

But ICE then inexplicably let him go – “released the same day pending a hearing before an immigration judge“. But like the vast majority of illegal aliens given a court hearing date, Espinosa-Ramirez vanished into thin air.

Except he was not like any other illegal alien criminals we can ever recall…

A publicly available inventory of the charges against Espinosa-Ramirez lists multiple counts of sexual relations within the family, multiple counts of sexual assault with the use of force and multiple counts of sexual assault involving a minor less than thirteen years old.

Forty-two counts of “predatory sexual acts” from this monster. And now he is on the loose once again – thanks to ICE.

When is Congress going to step in and stop the gross incompetence of this organization and its – for lack of a better term – leadership? We are still waiting for Congress to challenge the Obama/ICE virtual amnesty that – without any authorization whatsoever – canceled deportations for over a million illegal invaders.

Nor has Congress challenged DHS’ Napolitano’s unilateral decision to terminate the 287(g)  program for Sheriff Joe Arpaio and Maricopa County, AZ, and for ALL of Alabama – putting the public at increased risk in childish retaliation for their passing laws to enforce existing Federal laws against illegals.

This Administration is out of control on immigration – all in a cynical attempt to secure the Latino vote by sowing racial discord. If this latest outrage does not light a fire under the butts of Judiciary Chairman Lamar Smith (R-TX), or Government Oversight Chairman Darrell Issa (R-CA), and force them to DO SOMETHING about it – then nothing will.

U.S. Worsens Mexican Violence by Returning Criminal Aliens to Border Cities, Mexican Mayors Say

Just so we don't confuse this issue, can this possibly be correct? Mexico wants the US to keep their bad guys because if we return them, they will cause trouble in Mexico?

A coalition of Mexican mayors has asked the United States to stop deporting illegal immigrants who have been convicted of serious crimes in the U.S. to Mexican border cities, saying the deportations are contributing to Mexican border violence.

The request was made at a recent San Diego conference in which the mayors of four Mexican border cities and one U.S. mayor, San Diego Mayor Jerry Sanders, gathered to discuss cross-border issues.

Ciudad Juarez Mayor Jose Reyes blamed U.S. deportation policy for contributing to his city's violence, saying that of the 80,000 people deported to Juarez in the past three years, 28,000 had U.S. criminal records -- including 7,000 convicted rapists and 2,000 convicted murderers.

Those criminal deportees, he said, have contributed to the violence in Juarez, which has reported more than 2,200 murders this year. Reyes and the other Mexican mayors said that when the U.S. deports criminals back to Mexico, it should fly them to their hometowns, not just bus them to the border.

But critics in America say the Mexican lawmakers are simply trying to pass the buck to the U.S. and its taxpayers. They say the Mexicans should take responsibility for their criminals, who are putting both Mexican and American lives in danger.

U.S. Immigration and Customs Enforcement transports a majority of Mexican criminal aliens back to Mexico on buses. Since they're often held in U.S. detention centers near the border prior to deportation, busing them to Mexican border cities is much less expensive than flying them to the interior of the country.

Those convicted of crimes in the U.S. are required first to fulfill "any sentence imposed by the U.S. courts,"  ICE spokeswoman Virginia Kice told FoxNews.com. 

She said all of the deportees are then inspected by Mexican immigration authorities when they arrive in Mexico, and if they are wanted for crimes in Mexico, they are also met by representatives from the Mexican Attorney General’s Office. 

But if they don't have charges pending against them in Mexico, they are free men and women once they cross the border regardless of what they have done in the U.S. 

Despite that, ICE says it recognizes the threat posed by Mexico's cartel-related crime and has been working closely with Mexican authorities to address it.

"Earlier this year, ICE suspended the removal of Mexican nationals with criminal records to Ciudad Juarez," Kice said. "…In addition to dedicating unprecedented manpower, technology and infrastructure resources to the border, ICE has also collaborated with Mexico to adapt its removal procedures in response to safety considerations."

And while criminal aliens continue to be repatriated to Mexico at other locations along the border, Kice said, "those removals are coordinated closely with Mexican authorities and advance notification is provided prior to the return of convicted violent offenders."

Juan Hernandez, founder of the Center for U.S.-Mexico Studies at the University of Texas at Dallas and former director of Mexico's Presidential Office for Mexicans, says he's spoken to the border city mayors, and they don't believe the U.S. is doing enough.

"Mexico believes that individuals who commit crimes in the United States should be prosecuted in the United States and not sent to Mexico to continue their performing of crimes," he told FoxNews.com.

Critics of the Mexican lawmakers say the U.S. is prosecuting the criminals in question, and if Mexico wants to keep them out of its border towns, then it should be up to Mexico to lock them up or transport them elsewhere.

"It's almost perverse that foreign officials would blame us for sending their criminals back to their country. Sovereignty entails responsibility. This country needs to take responsibility for its own criminals, and other countries -- Mexico included -- need to take responsibility for their own criminals and deal with them," Ira Mehlman, spokesman for the Federation for American Immigration Reform, told FoxNews.com.

But Hernandez, a dual citizen of both the U.S. and Mexico, says the U.S. can't wash its hands of this issue.

"The border will never totally be shut down because we don't want that to happen in the United States. Mexico is our second most important trading partner, there are close to one million people crossing legally every day between Mexico and the United States," Hernandez told FoxNews.com. "So we can be strict to the letter of the law and say these criminals are Mexico's problem, but it's not just their problem because it will come back to haunt the United States."

Melhman says in some cases it may be worth spending the extra time and money to fly criminals to the Mexican interior to lower the risk of them coming back over the border. But that decision, he says, needs to be made because it's deemed to be in the best interest of the U.S., not because of pressure from Mexico.

"Every day, American citizens are victimized by illegal alien criminals because, for political reasons, our government refuses to enforce immigration laws," he said. "…We need to put resources into protecting our own interests and making sure violence doesn't spread across our border."

Asked whether ICE planned to make any changes to its deportation policy since the conference, Kice simply said, "While ICE has suspended criminal alien removals to Cuidad Juarez, criminal aliens continue to be repatriated to Mexico at other locations along the border and to the interior of the country."

Even If You Favor Amnesty For Some Illegal Teens, This DREAM Act Must Be Stopped!

ABC quoted me as saying that there is no question that many of the teenagers who would get an amnesty through the DREAM Act make for "compelling" cases. But I'm also quoted saying that this DREAM amnesty should not be passed.

If the DREAM Act were actually limited to the PR rhetoric that comes out of the pro-amnesty organizations, there might be reason for a debate.

If you barely paid attention, you would think this amnesty is just about illegal aliens who are high school valedictorians.

If you pay a little more attention you would know it is larger than that but think it is for good students who are teenagers or college students who were brought to the U.S. illegally when they were toddlers. You would think that they don't know the language of their home country, have no ties there and if not given a U.S. amnesty would be without a country.

And you might have believed all the rhetoric of the pro-amnesty forces of the last year that they only want legalization (amnesty) for illegal aliens if it is coupled with strong enforcement measures that will prevent a buildup of an illegal population in the future.

Well, the open-borders people have spent millions of dollars on PR firms to figure out how to lie to and mislead the American people in the smoothest way possible -- how to seem to be saying things that they actually aren't.

Here's the real story:

No. 1: Not valedictorians -- or even necessarily good students.

Any illegal alien who can manage to meet the minimum requirements to graduate from high school or get an equivalent degree meets the first test.

 

No. 2: Primarily NOT teens or college students.

The Senate DREAM bill allows you to be up to 35 years old!

The House bill has no upper limit.

 

No. 3: Don't have to have come when a child.

An illegal alien can get this amnesty even if he didn't arrive in the U.S. until age 15. That's right -- he can spend his first 15 years learning the language and culture of his home country and developing all kinds of ties there and then come to the U.S. and later claim need for a DREAM amnesty because he supposedly has no country to go back to.

I was on a national Hispanic cable TV show last week on which a videotaped profile was run of a well-heeled-looking woman from another country bragging in front of New York City scenery that a few years ago she had illegally overstayed her tourist visa when her son was 15 so he could go to a U.S. college and pursue a U.S. career. DREAM would reward her and all the rest of people in the world who might think like her.

 

No. 4: Bill is open to gigantic fraud.

The bill is written so that the 2, 3 or 4 million illegal-alien applicants only have to CLAIM to meet the criteria. They don't have to PROVE anything.

The government has to build a case, one illegal at a time, and prove the claims on the application are false in order for the illegal alien to lose the amnesty. Can you imagine how many times that is likely to happen?

 

No. 5: DREAM does nothing to stop the behavior that put teenagers into their situation. It leaves the jobs magnet in place.

This amnesty has no enforcement measures at all. It allows employers to continue to hire illegal aliens, enticing millions more parents to bring their children here illegally and stay long enough for them to become high school students and demand another amnesty in a few years.

 

No. 6: DREAM leaves intact the chain migration system that will allow these 2.1 million illegal aliens to eventually send for millions more relatives.

Rather quickly, the amnestied illegal aliens would be able to get green cards for their parents. And millions of additional relatives would be able to start planning their applications and getting in line. This starts with adult siblings and moves on to aunts, uncles, cousins, etc.

A large percentage of the illegal aliens in the U.S. today are extended family members of the illegal aliens who got amnesty in 1986 and also those in the six more-limited amnesties in the 1990s.

Rancher Who Lives On Arizona/Mexico Border Tells It Like It Is

I believe story telling to be an art form, certainly verbal record is the oldest form of recording history and recognized by historians worldwide. 

There is an old adage among those who love to tell a good tale, “Never let the truth get in the way of a good story.” And yet there are times when the truth is even more fantastic than exaggeration. What I write here is the truth, plain and simple.

I reside on, and manage a large cattle ranch in the far southeastern corner of Arizona. I’ve been here for 13 years and in that time frame have become far too familiar with the illegal trafficking in human beings, marijuana and other illicit drugs. Some have called it “the wetback culture” or “America’s border problem”. Lately it’s been taking steroids.

The recent murder of Robert Krentz by an illegal alien has received massive amounts of publicity worldwide. I live on the ranch bordering the Krentz ranch to the east and north. I can see the Krentz home looking out of my front door approximately 10 miles away. The day after Rob’s death I was involved in tracking the outlaw into Mexico. I saw the outlaw’s footprints where he crossed the border fence. I mention this to say I feel that I’m qualified to speak about current border issues.

My home has been broken into twice. My son’s home has been broken into also and between us we have had between twenty and thirty thousand dollars worth of stuff stolen from us including two ranch pick-ups, a four wheeler, 9 firearms (including a loaded AK 47) cash, jewelry all of our credit cards, driver’s license, etc. A guest house here on the ranch has been broken into so many times we quit counting… many times we haven’t even called the Sheriff’s dept. The Cochise County Sheriff’s dept. has no less than fifteen reports on file where I’ve called for assistance dealing with an outlaw illegal alien.

Several months ago, not long after Rob Krentz’s death, Fox news (channel 10 in Phoenix AZ) contacted me and expressed interest in coming down and doing a news story about me and the problems myself and other ranchers in this area have had in recent months with illegal outlaws. 

To prepare for my interview with Fox, I asked for assistance from six other neighboring ranchers and businessmen. All of these men are prominent men in the community, tax payers, business owners and individuals who have the best of reputations. Together we made a map of the area which covered from the southeastern corner of AZ going west about 20 miles to the silver creek area, and going north about 30 miles to the area around the towns of Portal, AZ and Rodeo, N.M. On this map we made marks recording violations to United States law committed by illegal aliens. We did not use government statistics (we wouldn’t know how to get them) but recorded incidents that we knew had happened first hand, many of which we had witnessed. We tried to record only the incidents that have happened in the last several years.

• The sum total of what we recorded is this:

• The arrest or capture of 40 illegal in one bunch – 40

(we didn’t bother with the countless smaller groups)

• Loads of Marijuana found and captured – 213

• Dangerous encounters with illegal aliens – 132

(assault, burglaries, forced entries, etc.)

• Dead illegal aliens found by civilians – 16

• High speed vehicle chases between dope haulers and law enforcement – 14

• Illegal aliens spotted with firearms – 12

• Fires started by illegal aliens – 9

Over 100,000 acres burned with the cost to taxpayers of $ 40,000,000. One fire near Portal AZ in June of 2010 cost $10,000,000. to fight (forest Service estimate)

• Outlandish incidents – 4

Example: One bachelor in the Portal area was burglarized around 100 times. He finally took all his valuables and put them in a steel vault and welded the door shut. He then moved out of his house into a shed hoping the illegal aliens would leave him alone. They did not and he finally abandoned his property. Another outlandish event was when outlaws stole a brand new Caterpillar motor grader on the Geronimo Trail east of Douglas, AZ and drove south through the border fence never to be seen again. The grader belonged to Cochise County Hwy Dept.

• Financial losses to private sector - $100,000,000.00

(losses in real estate value, personal property, etc., losses in wildlife habitat – immeasurable)

Last but certainly not least, the murder of Rob Krentz, which is right in the center of our map.

Let me put this in perspective. The area I’m talking about is an area that covers approximately 17 or 18 townships with only 20 miles being adjacent to the US – Mexico Boundary. Within this area, there is a population of perhaps 600 people, 90% of which reside in Rodeo, N.M. or Portal, AZ, 30 miles or so north of Mexico. No less than 80% of the people in this area have been burglarized or otherwise molested by illegal aliens. This area is about half as big as the Diamond A ranch or Babbitt ranch in northern AZ, both of which I’ve been employed on.

I’m sorry to report that this, in my opinion, is the small part of the story. The Mexican-American border has taken a dramatic change for the worse in the last several years. Those of us who live here see it first hand. As early as February of 1999 Sheriff Larry Dever warned me and others at a town hall meeting at the Apache School that the Sinaloa Cartel was moving into the Douglas-Agua Prieta area (Rob Krentz was at this meeting). The cities of Nuevo Laredo, Coahila, Cuidad Juarez, Chihuahua, and other border towns south of Texas have been controlled by outlaws for years. There is virtually no law enforcement in those places. The law is the law of the jungle. Until the last two years it seemed that Agua Prieta and Nogales were safer places but that has dramatically changed in recent months.

I am personally acquainted with 2 Mexican men, that I know to be honest and trustworthy, who have been involved first hand with Mexican outlaw terrorist acts. One witnessed first hand an execution of several people in broad daylight in Juarez. Several weeks later his daughter witnessed an assassination in Casas Grandes, Chihuahua no more than fifteen feet from where she stood. The other man is a legal Mexican green card holder (who was employed by the Krentz family for years) whose nephew was murdered by cartel members in Sonora. At night people in Douglas are hearing machine gun fire from Agua Prieta south of the border fence.

The Sinaloa Cartel is now putting a stranglehold on Agua Prieta. No more than 2 months ago 8 armed Mexicans were confronted by 2, U.S. Border Patrol agents north of the International Boundary in southeast Cochise County disguised as Federalizes. They were in fact cartel employees armed with assault rifles and automatic pistols. Mexican people that know tell me the situation in Agua Prieta has deteriorated dramatically in recent months. The good people are told to look the other way “or else.” Volumes could be written about this subject alone, but I will move on.

You could ask, “So what does this have to do with us living north of the border fence?” Plenty! The situation on the border isn’t just about a few workers walking north. It has everything to do with big business. Billions of dollars are being made trafficking humans, drugs, and contraband across the International Boundary. The Sinaloa Cartel, headed by Chapo Guzman and others, is reaping huge profits doing business along the border. The average coyote charges $1500 - $2500 to guide an illegal alien north to find work; usually abandoning them a short distance north of the line. A young man willing to pack dope north can make more than a construction worker or a teacher in the U.S. and only work a day or two a week.

This is not all south of the line. I could take you and show you businesses where checks and credit cards are not accepted and where very few customers walk through the door, yet the owners live in the largest mansions in town and drive very expensive cars. Could there be some money laundering going on? There are only two industries of any significance in Douglas, AZ: law enforcement (Douglas has one of the largest Border Patrol stations in America), and the illegal trafficking of drugs, people, etc. across the border. 

These two industries feed on each other, and the powers that be seem happy with the situation. Crooked politicians look good to the public when they clean up drunk driving and prostitution, until you find they own bars and whore houses south of the line. These things have happened!

But this, in my opinion, is only the beginning. Chapo Guzman who heads up the Sinaloa Cartel is a multibillionaire. This guy and others like him may be cruel and sinister people but they are also very smart businessmen. They are reaping profits off of the largest tax free unregulated business on the planet. They have so much cash they are befuddled what to do with it all. But they are going to figure it out.

There are rumors that Guzman is financing modern, state of the art feedlots and packing houses in Mexico with plans to overtake America as the Western hemisphere’s leading beef producer. This is probably only a small part of his plans. Mexico is a nation rich in natural recourses. Petroleum is abundant and the corrupt Mexican government is in control of all of it. Pemex is the only gas station in town. Pemex, because of the incompetent Mexican government, is broke. 

Chapo Guzman is at war with the Mexican government and has dreams (not unrealistic) of controlling the entire nation. Think of all of Mexico’s natural resources in the control of Chapo Guzman! He already has the most profitable business in the world - selling Marijuana to your next door neighbor. 

Think what he could do with a tax free unregulated strangle hold on a nation of poor people begging to work for practically nothing.

Do you think that Chapo Guzman and others like him haven’t thought of all of this? Do you think that Guzman isn’t laughing all the way to the bank as he watches the evening news and hears how the American Government proclaims that the situation on the border is under control? What is going on in northern Mexico is capitalism in its rawest form. 

They have an untaxed unregulated business making huge profits and they have no plans of closing up shop any time soon. We here in the U.S. are overtaxed, overregulated and being smothered by increasingly intrusive government that makes it hard to do business in a successful manner. You don’t have to be rocket scientist to figure this one out.

This has nothing to do with being Republican or Democrat or Latino or White. It has everything to do with being right or wrong. I came from a long line of Democrats. My great uncle was a U.S. Senator for several decades. My grandfather was an attorney, and a Superior Court Judge. I have a 1939 copy of a Time Magazine with his picture when he ran as a Democrat for Congress. The only time in history the U.S deficit was paid off was by a Democrat – Andrew Jackson. John Kennedy announced nearly 50 years ago that America could put a man on the moon and in less than a decade we did it.

I am now a registered Republican, but I’m not a Democrat hater. But, how can the president of the “can do” nation of Andrew Jackson’s and JFK’s party say we can’t seal the border? We conquered Adolph Hitler in World War II, but can’t seal the border? We put a man on the moon but can’t seal a leaking oil well in less than 90 days? While this is going on we tax and regulate American business with a vengeance that stifles the free market system that has made our country great. While Janet Napolitano announces the border is safer than ever, Chapo Guzman and others pack billions of American dollars south to invest in a tax free market with one of the largest cheap labor force on the planet at his disposal!

I challenge you to come to Douglas, AZ and drive east on the Geronimo Trail, or northeast on US Hwy 80 to places on the map like Chiracahua and Apache. Or go to Rodeo and Hatchita, NM. Go and search out the 5 biggest cattle ranches in the Apache, AZ area and ask them what they think. Go to Hidalgo County, N.M. and ask the ranchers and cowboys there what they are seeing and hearing. Ask the people who we do business with what they think of our opinions. I challenge you to ask the prominent people in this area, who work hard and pay taxes if they agree with Barack Obama or Ed Ashurst when it comes to what is really going on near the U.S.-Mexican border. Unlike Obama and others I don’t have to be surrounded by sycophants to make a statement. I purposefully left out the names of those who helped me with my map and the data I collected when preparing for the Fox interview.

In closing I challenge you to look around to see if what I say is the truth. This isn’t about a few Mexicans wandering around looking for a job. This is about American civilization going into a time of tremendous change – a building has foundations and walls, maybe the foundation of our country is still strong, I don’t know, but the walls have certainly fallen down and the keepers of the house are out to lunch.

Jan Brewer: UN Human Rights Report 'Downright Offensive', Remove Reference To Arizona Immigration Law !

PHOENIX — Arizona Gov. Jan Brewer demanded Friday that a reference to the state's controversial immigration law be removed from a State Department report to the United Nations' human rights commissioner.

The U.S. included its legal challenge to the law on a list of ways the federal government is protecting human rights.

In a letter to Secretary of State Hillary Clinton, Brewer says it is "downright offensive" that a state law would be included in the report, which was drafted as part of a UN review of human rights in all member nations every four years.

"The idea of our own American government submitting the duly enacted laws of a state of the United States to 'review' by the United Nations is internationalism run amok and unconstitutional," Brewer wrote.

Arizona's law generally requires police officer enforcing other laws to investigate the immigration status of people they suspect are illegal immigrants.

Critics say it would lead officers to target Hispanics. Supporters, including Brewer, say the law prohibits racial profiling and other human rights abuses.

The U.S. Justice Department sued to block the measure, arguing federal law trumps the state's authority to enforce immigration laws.

A federal judge in July sided with the Justice Department and blocked enforcement of the law's most controversial provisions a day before it was scheduled to take effect.

In its report, the State Department does not specifically allege that Arizona's law would lead to racial profiling.

8 percent of U.S. newborns have undocumented parents - At what point does enough is enough enter into the picture?

One of about every 12 babies born in the United States in 2008 was the offspring of unauthorized immigrants, a Pew Hispanic Center study released Wednesday concluded.

According to the study, an estimated 340,000 of the 4.3 million babies born in this country that year had parents who were in the United States without legal documentation.

The 14th Amendment to the Constitution stipulates that those children automatically become U.S. citizens, but some members of Congress are pushing to change that provision. That effort -- rooted in the debate over illegal immigration, particularly of people from Mexico -- has created some controversy.

"This has got a lot of attention in the past weeks," said Jeffrey S. Passel, the study's author. "The idea was just to put a number on it."

According to the study, 79 percent of the 5.1 million children of unauthorized immigrants in the United States were born in this country, making them U.S. citizens.

Nearly one of four children born in the United States in 2008 had parents who were immigrants, the Pew study found. Of those, 16 percent of the parents were legal immigrants and 8 percent were in the United States without proper documentation.

Many of those children are Latino, Passel said.

More than three-fourths of all unauthorized immigrants in the United States in March 2009 were Latinos, the researcher said. And nearly one of every four children under age 18 in the nation was a Hispanic.

That trend is likely to continue, the study concludes.

"Overall, Hispanics who live in the U.S. have higher rates of fertility than do whites, blacks or Asians," the report states. "And among Hispanics, the foreign born have higher rates of fertility than the native born."

Immigration reform has become a hot-button issue this political season. Arizona passed a law in April that required all immigrants to carry documentation of legal status and other states are considering similar measure even though major parts of the Arizona law were struck down last month in federal court.

"The country is really emotionally torn over this," U.S. Senator Lindsey Graham, R-South Carolina, said recently on CNN.

The government estimates there are more than 11 million illegal immigrants in the United States.

Proponents of stricter immigration enforcement and control point to the large number of Latinos having babies in the United States as reason to change the 14th Amendment. The proponents say these children, which they often call "anchor babies," qualify for welfare and other programs and make it harder to deport their parents

"Babies born to illegal alien mothers within U.S. borders are called anchor babies because under the 1965 immigration Act, they act as an anchor that pulls the illegal alien mother and eventually a host of other relatives into permanent U.S. residency," says an organization called The American Resistance, which has described itself as "a coalition of immigration crime fighters opposing illegal and undocumented immigration."

Under the 1965 Immigration and Nationality Act, the child may sponsor other family members for entry into the United States when he or she reaches the age of 21.

The group notes that "the 14th Amendment was ratified in 1868 to protect the rights of native-born Black Americans, whose rights were being denied as recently freed slaves." The intent of the amendment "was clearly not to facilitate illegal aliens defying U.S. law at taxpayer expense," The American Resistance says on its website.

Having a child become an automatic U.S. citizen can provide immigrants with another reason to come to this nation illegally, some critics say.

"I think we need to look at that in the future as to whether or not we want to change that because I think it's an incentive to break the law," said Graham, the U.S. senator.

Texas state Rep. Debbie Riddle, a Republican, pointed out another concern on CNN's "AC 360" program Tuesday night. Some pregnant women from other countries are traveling to the 

United States to give birth and then taking their babies back home to raise them as terrorists that would return to attack America, she said.

Information for that "sinister issue," Riddle said, is coming from from former FBI officials she declined to name.

"This is something that is being talked about by various members of Congress," she said.

State Rep. Rafael Anchia, a Democrat, disputed the claim, calling it "the myth of anchor babies."

"For that to rise to some sort of national security concern is really unsubstantiated," Anchia said. "The 9/11 bombers were all here legally. The Times Square bomber was a naturalized citizen. 

He was not an anchor baby."

Anchia also disputed the contention that having a baby in the United States hinders the deportation process.

"The law does not bear that out," he said. "Just because you have a child here doesn't mean you can't be deported tomorrow."

Despite all the heat, a majority of Americans seem to oppose changing the 14th Amendment. A nationwide poll conducted in June by the Pew Research Center for the People & the Press found that 56 percent of Americans are against changing the citizenship provision while 41 percent favor amending it.

The Pew Hispanic Center is a nonpartisan research organization that does not take positions on policy issues.

Virginia Rules Police Can Ask Suspects About Immigration Status - Another State Has The Cajones To Challenge Coddling of Illegal Aliens

In a decision that could lay the groundwork for an Arizona-style immigration policy, Virginia's attorney general said state law enforcement officers are allowed to check the immigration status of anyone "stopped or arrested." 

Attorney General Ken Cuccinelli issued the legal opinion Friday extending that authority to Virginia police in response to an inquiry over whether his state could mirror the policies passed into law in Arizona. 

"It is my opinion that Virginia law enforcement officers, including conservation officers may, like Arizona police officers, inquire into the immigration status of persons stopped or arrested," he wrote. 

The decision comes after a federal judge blocked Arizona from implementing its provision that would require law enforcement to check the immigration status of anyone they stop and suspect of being an illegal immigrant. 

Cuccinelli's ruling could justify that kind of policy in Virginia. However, Cuccinelli reiterated in the opinion a prior finding that while state officers have the authority to arrest suspects on criminal immigration violations, they are advised against arresting over civil immigration violations. Overstaying a visa would fall under the latter category. 

The state's top attorney wrote the opinion in response to a question from state Del. Bob Marshall, who represents Prince William County. 

Marshall's county implemented a law that requires police to check the immigration status of everyone they arrest -- but not everyone they come in legal contact with.
